How do I edit a custom field's dropdown?

Once I edited the custom Issue field, "VzAgile Program." I forgot how. Below is a screenshot.

Can you clarify, what do you want to edit?

You wan to add options, or make one of options to be chosen by default? Or maybe you want to make it optional, not required?
