in Jira, we have the possibility to add a comment that is "restricted to developers".
I want other gourps - not only the developers - to add comments, that are restricted just to members of the group.
How do I do that?

While clicking on the padlock on the comment box, you will be able to see a list of project roles.
The comment can be restricted to the project roles.
Add other project roles what you want restriction to apply to. The user must be in the project role to add restricted commented visible to the members of the role.

Can you explain how exactly "Set up permissions for the group to have the desired access"?
I do have administrator rights, but I never found out how to add permissions to a group.

TBH, it is a bit difficult to say for sure w/o understanding the details here. I would suggest focusing in on your first comment in the original question. You mention that currently you "....have the possibility to add a comment that is "restricted to developers"". How is that done in your config today? Who cannot see the comments and what permissions do they have or not have? On the surface it would seem that you simply should add users to the project and give them full permissions but I suspect that you have some restrictions you wish to apply. This is why i provided you a link to the documentation so that it would help you think thru the problem a bit.
