How do I get email addresses other than the current logged-in user?

Hi,I need to get the assignee's email by call the following api, 

https://developer.atlassian.com/cloud/jira/platform/rest/v3/api-group-users/#api-rest-api-3-user-email-get

It return an error message: Requestor must be a whitelisted app (not a user).

I have found the proposed solution that "build a app using Atlassian Connect framework", but I don't quite understand it. Could you please explain how to operate it in detail?

Access to the user's email information is restricted for security reasons due to GDPR. To access the user email information, you will need to build a Jira app using the Atlassian Connect framework and then install the app in Jira Cloud.
