To facilitate reporting, we want to restrict the ability to create labels and have users select from a pre-populated list that's created by admins. Thanks!
Labels are supposed to be created by users as needed.
If you want a restricted list maintained by admins, use a multi-select field (and hide the label field from the project)

I do not know any way of doing this in cloud. I would suggest that you create a custom field as dropdown field and add the values you want to have.
But maybe somebody else does have another idea.

labels are built to be free-format and allow all users to define new ones
like @Bastian Stehmann advice ,sysadmin can create a multi-select list or Use Components fields
