How do I restrict access to which user can edit/add/delete a Component in JIRA stories and which cannot?
You can define a virtual transition that came back to the same status and with the name for example Edit Component. You should emove the component field from the Edit screen. Then create a screen with only component field on it. Then using this screen on virtual transition and restrict access to this transition using conditions and validators.
@Sherjeel_Kazmi If you're talking about managing the component list @Jean-Théo [Adaptavist] is correct. However, if you mean setting the component in an issue anyone that can edit the issue can do it.

The required permission to manage a project's component is the : Administer project permission.
I believe Jira administrators can also edit the components in all projects.
