How do I selectively override the setting (My changes) in the user profiles when it is set to Do not notify me, if it should not be over ridden every time?

Currently we have a project that imports email from a specific email address and creates an issue from that email. As a part of our company procedure we want our users to get a notification that the email was received by Jira and that an issue was created from it. However this is not currently occurring because we have set in Jira that all users have the profile setting (My changes) set to (Do not notify me). We do not want to change this setting because it will cause an increase in unnecessary notifications. How can we over ride the profile setting in this one instance.

I think that your original request - to send a mail about issue created on behalf of specific user (as reporter) to that that user is he/she has set "Do not notify me" - has configuration solution.

I would suggest you to

  1. add loop action "Notify reporter" to workflow, to status "Open" in your worflow
  2. add listener to creation event in that project that will fire this action using some automation/escalation user, there are built listeners in Script Runner plugin

It is an automated process however the reporter is selected as the address the email is coming from which causes Jira to recognize it as a specific user in Jira based on that email address. Any type of event including a Custom event will not allow the notification if the specific user's profile (who is selected as the reporter) is set to Do not notify me. I have tested all types of notifications in this instance and the notification scheme is set up to notify the reporter.

The question is confusing: the setting you mentioned is affecting only notification of action provided by user self.

E.g. if your new issues are created by an automation user different of normal users, about creation event should be notifified all recipients defined in related notification scheme of project, However type of event could be modified in WF in Create action.
