There appears to be an option to add a checklist to an issue in a next-gen project. They seem to be centrally managed?
I selected to add a checklist, then a section appears saying that there is no checklist available. I would like to go create a checklist so that I can add it, but I have not been able to find any information on this feature.

Thanks for the link! But I'm really more interested in the built-in feature instead of a third-party plugin. As you can see in the screenshots, there is some feature called "Checklists" that is part of Atlassian.

I know they're planning to add the feature (mentioned here), so maybe it is starting to appear for some users, doesn't for me.
