How do I turn on dark feature dvcs.connector.synchronization.disabled?

I really want to turn on dvcs.connector.full-synchronization.disabled, but I assume it's the same mechanism.

What will affect will this really have? Does this imply that all repositories will be incrementally synchronized, such as a new repository being synchronized only from the point at which we connected it?

My confusion resulted from going to this page:

https://jira.example.com/secure/admin/SiteDarkFeatures!default.jspa

and seeing two columns: "Site Wide Dark Features" and "System Property Dark Features." Somehow I had decided that i wanted the setting to show up in System Property Dark Features, so I was trying to modify that list. In fact, I just needed to enter the setting in the "Enable dark feature" box.
