We have set-up Jira Cloud back-up. Which is regularly being updated.
I would like to find out how I could cover the two below scenarios please:
1. Data loose.
In case of data loose, how do I restore the data from the back-up please?
2. Jira is down.
In event when Jira is completely down, we are unable to log tickets at all. What would be the best process to keep logging tickets in some offline mode and once its back up to transfer the data into live system?

I think you could also add ticket information in a csv that can be imported after Jira comes back online: https://support.atlassian.com/jira-cloud-administration/docs/import-data-from-a-csv-file/
