How do I view time entered per programmer?
Is there as dashboard available to do that?
I want to put in a programmer's name and view all the time that they have entered working on mini projects, issues, bugs, etc.

I can offer you to try ActivityTimeline plugin. The Timesheets module offers managers a streamlined and efficient overview of logged hours, enabling those with the necessary permissions to approve timesheets promptly.
The app offers different types of Timesheet Reports:
Progress View: Monitor required hours, logged hours, and the completeness of timesheets based on your involvement for any selected period.
Timeline View: This simplified tracking view displays a list of users and their time logging progress in color-coded visualizations (indicating over or under logging) relative to their assigned tasks.
View the total logged hours for a chosen period and daily time logs.
Detailed View: Inspect individual worklogs, making it easier to approve timesheets, verify approvals, and review details like user, project, issue, time spent, date, and comments. Editing options are also available directly in this view.

You can use Jira Rest API's to pull this data and build on your custom solution. Or if you would be interested in a mktplace app , take a look at

You can easily view time entries for multiple issues day wise grouped by assignees in a single view. The app allows to filter/Categorize/Group By your worklogs data and a timesheet view too to track individual time spent. And what's more it can be added as a dashboard gadget.

Unfortunately, we cannot use a 3rd party app to work with JIRA.
We are looking for a solution within JIRA itself.

Then, unfortunately, there is not native solution in the UI.
As suggested by @Rahul_RVS you could develop your own solution using Jira REST API calls.
Unfortunately, worklogs are retrieved per issue, not per worklog author.

@Mathew KuruvillaNot even totally free ones? Our Clockwork Free gives nice timesheets out of the box, and it's free forever for all instances. There are limitations in features, sure, but it will do perfectly fine as a timesheet app and you won't encounter those limitations until you try to filter by the more fancy stuff like custom fields and outliers who didn't track enough time.
