How do cloud licences work.

If I have 60 users on a monthly cloud subscription how is that amount calculated. Is it 50 licences + 10 licence rate or another way, We expect that the numbers could vary overtime depending on activity and are trying to estimate costs.

The licencing is tiered, not cumulative.  For 60 users, you'll need to buy the 100 user tier.  That will allow you quite a lot of leeway in new users.
