My company has two Jiras, one on the cloud and one on a server. I want to move one of my project from the Cloud, running v7.13, to the server v7.4

From your description I got the impression that you already have an existing JIRA server with projects and issue data and you want to move one project from the cloud there. Is this the case?
If this is the case the above procedure is not enough. We do migrate projects from Cloud to Server all the time using Configuration Manager for JIRA with no data loss.

If you are running Jira Cloud, (i.e. if your Jira URL is <something>.atlassian.net or <something>.jira.com), then v7.13 is not applicable there, as Cloud is always at the latest version and separate from the Jira Server versions.
If this is the case, then at this moment, you cannot export a single project, but only the whole site, import it to the Jira server instance and then delete all the other imported projects, except for the one you wanted.
To proceed with this, in the Jira Cloud site navigate to Jria Settings → System → Backup Manager and click on Create Backup for Server.

I am sorry, I don't know all the correct details about Jira Cloud. I do have an URL <something>.atlasian.net.
And I do know the Jira server is running a little older version, which is v7.4.2.
So, can I import the Cloud Jira into the server? (Since it is older)
And the server version has other projects in there. Is this going to be a problem?

You don't need to know the Cloud details, just knowing it is Cloud is good enough for this.
Cloud exports tend not to be backwards compatible. An export from Cloud now won't work for anything older than 7.11 from what I've seen.
