How do we restrict search for Issues--> Assignee to only users who have application access?

I have users authentication based on Active Directory but only ~100 of those AD users actually use Jira. When I try to search for issues by Assignee/Reporter, all the users in the AD show up which is confusing and time consuming. How do I prevent this from happening and restricting the dropdown to only users with Application access?

It seems like you might be sync'ing all user to JIRA instead of just those that you need to have access.
