How do we resubscribe to an inactive subscription?

We have two apps whose trials have lapsed and are listed as "Inactive subscriptions".  We would like to purchase licenses, but there is no way to reactivate these that we can see.  There is no way to request a quote for them.  There is no way to purchase licenses for them.  It says "if you would like to resubscribe, please contact _customer support_", but upon clicking that, we just get dumped to a customer support page which is a huge tree of irrelevant pages.

What is the right next step to reactivate these?
