If someone adds a new comment to a item, how can I trigger an email to be sent?

Welcome to the Atlassian community.
The Notification Scheme associated with a project can be configured to send emails when Comments are added to issues, for Company Managed projects.

That would impact all issues in the project, and any other project that uses the same Notification Scheme.
You might want to look into that option rather than using an Automation Rule, depending on the criteria you would want to apply to the action and to whom you want to send the email.

You may do that with an automation rule, triggered on issue commented, followed by the send email action.
