Our team decommissioned an LDAP server before we were ready, we got rid of it as we have a small environment and didn't need it. We have a bunch of ID's that are still in our JIRA admin taking up license seats that we can't remove from software use or delete. Is there a way to delete these without having to rebuild an LDAP server?
if you disable the defunct LDAP server config or remove the old users from any groups or application accesses, they will no longer count towards your license seats
i'd prefer not to have to hack the database and have the system do it, this is good last resort. Thank you!

You can manually edit the database to remove the users, see How to delete a JIRA User from the database. As always when making changes to the database you should always back it up first. I would also probably try it out in a test environment first if you can.
