We have users that need to create projects but this doesn't seem possible within the permission scheme.
If I give them global admin access, does that mean they can administer everything within Jira Software?

Jira does not have a separate "can create project", you're either an admin (who can), or you are not.
Most of us who have this requirement for non-admins to create projects use an app to do it - a web-fragment or workflow action backed by a create-project script, usually copying the settings from a template, or a full-blown delegated project admin app for the more flexible options.

Yes, if you gave the user global admin access then they would be able to administer everything within Jira.
The best option here would be to have your admin create a project, then make a user a project lead on the project so that they can finish the setup

I think it is not advisable to give admin rights to users. But found in documentation that only admin can create projects!

I think as a Jira admin should have the project governance in place to manage creation of projects. Users send request to admin for project creation such that you can assess whether it's a justified project. Although this create administrative work, admin can act as a gatekeeper.
