From what I understand i only have to pay for active users in my jira cloud subscription. If my understanding is correct paying monthly means i only pay for the amount of active users in that month. How does jira define active users? is there a way for me to mark a user as inactive? if so, what if a user is inactive for half the month and active for the other half, I assume that full price will have to be paid?

My experience seems to be that you get billed for the number of active users for that product on the monthly billing date. So, if the user was only active part of the month, but not on the actual date the billing is done, then you don't get charged for that person.
That's pure speculation based on what I have seen - there might be something more to it like % of days active for the month or something like that.
But a person is active if they have access to that particular product (Confluence, Jira Software, JSM, etc.).

User billing is either Monthly or Annual. You can check that in your Billing Section.
As for what counts towards your license, any user that uses Jira Software or has the tool access enabled for them, that user counts towards your license eg.

If you dont mind, i have one more question. Imagine i have a user and i take away the access of that user to my products. If i give this user access to jira for only one day in the month i would still pay full price for this user?

From my experience, we purchase a fixed set of seats/users from Atlassian, and we can issue seats up until the user Count limit is reached.
Unlike a AWS or other cloud systems where you pay as you go model, here the Billing model is different.
