How does the "Working hours per day" time tracking setting get used?

I know how to configure working hours per day. I just don't understand what it does or how it gets used.

I understand what the working hours do now. We adjusted it from 8 to 6 since we aren't actually getting 8 working hours in a day.

worklogs are very useful when your team is for billings.

Sometime client may requests to provide how many hours a person worked on tasks.

On these time log work can be exported and present to higher authorities / Clients,
