Yes you can easily integrate JIRA to TFS for any entity type, in this case defects entity. In the integration you can use JIRA as defect tracking tool while you can continue using TFS for your development. Also in this scenario the integration can be bi-directional, where in data will flow from both the tools providing traceability.

You can use this addon to configure tfs with your JIRA cloud instance: https://marketplace.atlassian.com/plugins/com.spartez.jira.plugins.bork.tfs4jira/cloud/overview

It's not very hard to configure the integration with JIRA if you already use TFS.
