How is Quote "insert a quote or citation" supposed to work?

I write some text, I select the text, I click on "Quote" - and a bunch of text that was not selected ends up in the quote.  I try to "get out" of the quote by pressing Return - it just adds empty lines to the quote. If I go up to one of the empty lines and then press return - it splits the one giant quote in two.  Is there a sensible way for this to work?

Hi Michael and Welcome to the Community!

Yeah that is a tricky one :-). 

Here is what I do in this case:

• Write text
• Select text and select Block Quote
• At the end of the quote I then add one more Return (empty quote line)
• Then on that line I go to the menu and select Block quote again, which with me results in the last empty line to disappear from the quote and now uou can continue typing normally.
