If you don't want to use an external tool like Aha!, our Jira app Apwide Golive gives you the possibility to create your Product Roadmaps inside Jira Server and Data Center, and share it across your organization using Jira Dashboards and Confluence pages.
You have the possibility to represent Epics (or any kind of Jira issues) as events on the Timeline, or create you own events that are not linked to Jira issues.

If you are on Jira Cloud, I also highly recommend Jira Cloud Premium as it has Jira Advanced Roadmaps (formerly Jira Portfolio) included!

in Jira Cloud the have a roadmap feature when using Next-gen project template. You can also look at Atlassian's Portfolio product.

Jira does not do this out of the box, you would need an app like Aha! or Woises to create product road maps.
