How is the "default" issue order determined in JIRA issue navigator?

Hello there,

In JIRA, you can specify the issue order by specifing "ORDER BY" sentence on the JQL.

However, how the issue order is determined when you do not specify the above? Please let us know if you have any idea.

It seems when you do not specify an order, issues are ordered in accordance with issue keys.

Please let me know if my understanding is correct.
