You can remove ALL conditions from the workflow, and grant anonymous browse in the permission schemes so that they can see the issues.
This is a very bad thing to do though. You will lose sight of who is doing what in your projects because it will not be able to track who is changing status. Also, you should not do this if your Jira is public because you *will* get attacked by spammers.
