How do I edit locked fields? Trying to make custom category fields

Locked fields are not editable. You would need to create a custom drop-down field. If you are referring to the Category system field that's available in Jira Work Management, you can find information on how to add new values here: https://support.atlassian.com/jira-work-management/docs/categorize-items-in-your-list-view/
