adding Reporter in To Address send email Automation rule

I tried with smart values, adding reporter system field

getting error : 

Could not send email, the 'To' address field is empty. If you have referenced a field it may be empty.

What are the details of your Scheduled trigger?

I suspect the problem is that you have no JQL specified in the trigger, and there for your rule is not actually selecting any issues.

The IF condition is not used to select issues. It is used to see if the issues already selected match a condition.

If you take the JQL from the Condition and put that into your trigger, and the eliminate the condition entirely, then specifying the Reporter field in the Send Email action will work.
