do you mean an new type for linking issues with each?

You can do this by going to Cog Menu -> Issues -> Issue linking, there is an overview of all existing link types and you can also create new ones.

 presume you mean the availability of a new Issue Type? You need to set this up with your Site Admin and ensure the screens and fields availabel are all appropriate for the new Issue Type.

Also, make sure the Issue type is available via Issue Type Schemes
