Seems like a simple task.
Add an external consultant to a single JIRA project.
How do you accomplish this? I'm ok with paying for a license, I just have no idea how to accomplish this seemingly simple and common task!
I can't believe how much time I've spend reading seemingly outdated articles on this or even JIRA instructions referencing tabs (guest) that don't exist.

If the permission 'Browse projects' is not assigned to 'any logged in user' but instead to the corresponding roles, you can then add the groups (or individuals) to this permission to limit the access for the corresponding projects. Would that work?

You need to give Browse Project Permission to the Public Group if you want to give external user a access to the project.
Note - In this case all external user will get access for an project
