you can't add another section to your issue page. There are apps like Scriptrunner which enable you to add something like Web Panels with scripted text, but I don't think, this is what you are searching for.
Yes, we are using scriptrunner, but with the help of scriptrunner are we able to add those sections. Scripted field is what we can create but that will not show as section.
