How to add new users to a project

It should be straight forward, i want to add a new team member to our project. I go to settings > people > add people and enter the name of the new user or the new users email address but the search box replies no matches found. Any suggestions?

Check whether you have the Browse Users permission under Global permissions

You must first add the user to JIRA itself by going to User Management. 
(shortcut: g+g --> User Management)
After that you should be able to add that user in projects.
