I'm a system admin, so I believe I have all the necessary permissions, but I can't figure out how to archive work items (issues).
I've tried opening different work items across various projects with different configurations, but I can't find an "Archive" option in the "Actions (...)" menu.
There is a "Delete" option, but that's not what I'm looking for.
Where can I enable the archive functionality?

I think the archive feature is available only in Jira Premium and Enterprise version.
Please check this at admin.atlassian.com > Your site > Products

Also if it is already on Premium or Enterprise plan, then make sure you have the role or in the group that has the permissions to archive issues in Project Permission Scheme:

That's probably why then.. We're on a Standard plan.
Can't see that it's mentioned anywhere in the docs though, so it's not very clear from a customer's pov :/
