How to associate an issue with a release version?

How do you link an issue to a release? I created a custom field called Targeted Version where a user can pick a release, but when I click on a project version's issues, it has no issues.

You should use the built in fix version field for this. You can manage the values of this field in the project admin section. All the built in reports are meant to work with the fix version field.
