How to automatically assign an issue to only one person in a an project?

I want to create a workflow of user access management. i have created the workflow i have created an issue type as well and the screens and fields according to this task. now i only want, when any one wants to request an access the assignee should automatically be one person and the reporter should not be able to change the assignee.

As @Nic Brough -Adaptavist-  suggested above using Jira Automation it can be done easily. Please try from if you are still facing any issues, post here.

First, check the permissions in the project - take away the permission to assign issues from anyone who should not be able to change the assignee.

Second, add a post-function to the workflow for that issue type, one that sets the assignee to the person you want.

I only want this to be done in only one issue type and rest of them to be default
