There is a field that is marked as required and I can't seem to make it not required.
I followed the instruction on the documentation but the field still appears with a red asterisk, making it required.
Select > Issues.
In the Fields section, click Field configurations.
Click Configure next to the field configuration you wish to edit.
You will see “Required” next to fields that have already been marked required. Click Optional to remove this requirement.
To make an optional, visible field required, simply find the field and click Required.
This is how the field is showing up in the ticket, even after I followed the instructions above and clicked on Optional
You can see in this screen-shot on the Field Configuration screen, that the word 'Required' doesn't show next to the field.

It is the "Required" on the right. If you click it it will change to "Optional". So right now the field is optional.

Thank you for your responses. I was assigned to help with Jira but I am pretty new and was not involved with all the workflows and everything set up. So trying to understand how it works to help accommodate some changes. I went and took a look at the workflows but I am a bit nervous to make any changes that will impact.
So for example, here is something I am trying to do. In a card where the issue type equals to Non Technical the Code Review field should not be present or required and the card should go from In Progress to Design Review in the board. Basically it should not be allowed to be added to the Code Review step (see image above). Is this possible? Can I hide a field or not make it required base on a issue type?

The board (from your screenshot) is basically just a visual representation. To make an Issue skip a status you need to change the workflow. With "Workflow schemes" it is possible to assign different workflows to different issue types.

It is also possible to set certain fields as mandatory on a transition in the workflow. Maybe check if there are validations configured on your transitions in the workflow. (Also creation is a transition in the workflow that could have validations configured)

You're right that those are the steps you would need to follow. I'm wondering, how did you find the field configuration?
Have you tried accessing it through the project settings instead of the Issues Settings?
Every project can have its own field configuration scheme and field configurations for each issue type. You'll need to look around closer to see if you're looking at the right field configuration.
