In the Active sprint view there is Label drop down filter. It does not show all the labels that are on the issues in the backlog. I can create a quick filter based on the label, but is seemingly an unnecessary step when the option to filter by label is provided.
In Active sprints, look at what the GROUP BY is sent to. If Epics, it will show labels that are on epics.

How many Labels values are shown? And how many Labels values do you have?
The list will include only the values that are actually used within the issues in the board's scope. If a specific Label value is not used in any issue currently in the backlog, then that value will not be in the list.
If there are more Labels values than can be displayed you should a field where you can start typing in the value to filter the list to matches.

Thanks for looking at my issue.
Interesting, I don't have search labels as an option. Only 5 labels. When I go under List for the project I can see that issues have many different labels.
Edit: I found the issue. When using Group by Epic, it will only show the labels that are used on epics. However this only applies to the Active sprint view and not backlog. I cannot recreate the issue in Backlog view. Because I cannot delete the question I have updated it to avoid future confusion if someone finds this question. The change being to Replace Backlog with Active sprint in the question
