How to configure "Email this issue" incoming mail handler action to deal with multiple recipient

So, when our customer mail us the incoming mail handler create a ticket and get the info from From, CC ,Body and TO. The problem is, when the customer add other emails in the "To" we cant extract that when replying back without also sending it to our own emails. Below is our rules and action .How can i modify it to just get the extra email address from "TO"?

How was this issue going? If you turned TO on the rest emails in this field should be added as Request participants I suppose. 

How about the rest emails in CC fields - are they successfully added to the ticket?
