Are Workflow-based Comment Permission assignment via properties supported for cloud instances?
If so, based on Atlassian docs and other samples I've unsuccessfully tried the following property name/value settings in "Deny Comments"
jira.permission.comment.user.denied -> fwalton
jira.permission.comment -> denied
jira.permission.comment.denied ->
jira.permission.comment.user -> pt
jira.permission.comment.group.denied -> Jira-users
All attempts still leave the Comment button visible.

Workflow properties should be available in Cloud environment, but we do not recommend using all of these types of workflow properties as we cannot guarantee that some data and operations: https://confluence.atlassian.com/display/Cloud/Workflow+properties.
You might want to grant the Add Comments project permission to the correct groups via permission schemes in your project.
