Hi Kavita - Welcome to the Atlassian Community!

Workflows are based on the project and issue type being used on the project. You can use on workflow for the project and apply it to all issue types. Or you can have a separate workflow for every issue type - or somewhere in between. 

You can also share workflows across projects if you create them as Company-managed projects. Or you can have separate workflows for every project. This is one of the beautiful thigs about Jira and the ability to customize.

JIRA allows one workflow rule per issuetype. If your usecase is to enable certain flow for a specific field, you can use conditions in workflow step to allow or disallow a transition.
