How to create a Field Configuration + Field Configuration Scheme with JIRA API?

I know that in the API the Field Layout and Field Layout Scheme are the equivalents of Field Configuration and Field Configuration Scheme but i couldn't find any class to create them easily.

There isn't a way to configure this through the REST API - there was originally a feature request open for this but it was closed a few years ago due to lack of interest: https://jira.atlassian.com/browse/JRASERVER-28800

Sorry that this may be disappointing - you could also try looking out in the developer forums for ways to do this without the REST API.
