How to create a Rule that ensures that a user can't enter the time tracking without adding Work desc

Each time a user wants to add time tracking, the comment should be a mandatory option to mention what was done in those many hrs that he is entering

Do you use, or do you consider using third-party time tracking apps?

I can recommend you our Clockwork Automated Time Tracking & Timesheets Free app, which allows you to make the description mandatory whenever adding worklogs.

Our app has much more to offer, like for example the possibility to review timesheets that can be configured in various ways using break-down and filtering options.

This is currently not possible natively in Jira, here is a feature request for it.

It is possible with add-ons like Tempo Timesheets which are available over marketplace.
