To extend the suggestion by @John Funk and @Jack Brickey , I am attaching an image which can help you to easily create issues in a next-gen Jira Project:

It is the same as if you were creating an issue for any project. If you have the side navigation, click on the Plus sign on the left side.
If it is the new Top Nav, click on the Create button.
Either way, simply update the project in the popup that comes up.

You can also creat directly in board I believe unless something has changed.
