So one of our project has third party clients they want us to give the client access in viewing the ticket but they don't have permission to create a ticket is this possible? if possible how can I do it?
Already tried creating new role for this but the permission part is the problem don't know what access mas be granted to the user.

If you are using Jira Software project, you just need to update the permission scheme and grant the following permissions
The above solution works only if the targeted project is a Software project and a Company Managed project. If it is a Software and Team Managed project, that level of granularity in managing permissions is not supported.
Look at the bottom of the navigation pane on the left where it will say if the project is Company Managed or Team Managed.
