Is there a way in Jira Service Desk to have a request type field call another field when a specific option is selected? I.E. if I select "laptop" from a dropdown, it would make visible a new dropdown with it's own set of options.
All the other help desk tools I've used allow this, but I can't find the option anywhere to configure my forms this way. Is it only available through 3rd party add-ons?

The add-on ProForma also has the solution to your use case. One of its main features is the dynamic form, which allow certain fields to be shown or hidden based on answers in previous questions.

JIRA do not have this feature built in. You could use javascript or the add-ons scriptrunner behaviour to do this.

Update: BTW, just noticed that you are on cloud. Sorry, Behaviours and javascript dont work there. I think the add-on https://marketplace.atlassian.com/apps/1212161/extension-for-jira-service-desk?hosting=cloud&tab=overview only would help
