How to create new release note

I want to make release not with description. however i can'f find a any button to publish release note with my description like the attached screen shoot.

How to handle and publish a release note with my description ??

Hey - have you read the Atlassian documentation on release notes? https://confluence.atlassian.com/adminjiraserver074/creating-release-notes-881683538.html

It seems that it is only there to be copied into another application, e. g. to a Confluence page. Have you tried Confluence for publishing release notes? You can use the JIRA issues macro there ;)
