in Jira work management you have to option to choose team-managed or company-managed projects.
Team-managed projects to not support sharing settings yet, and based on api limitations there is also no addon that supports this.
In company-managed projects you have the option to either create projects with 'Share settigns with an existing project' checkbox, which will share some schemes. But you have to create a template project and user need to know which one to select.
Alternatively you can take a look at app Project Templates for Jira that allows to create custom Jira work management company-managed project templates.
It makes it easier for users to choose the right template, allows to copy components, version and project role assignment and allows non-admins to create projects based on templates.

Right now there is no specific "custom templates" feature in Jira Work Management. However, you can create a project using the settings of a previous project by selecting "Share settings with an existing project" in the project creation screen. Here's more information on the topic.
