I want to explore if JIRA can be used to create a simple workflow -
author creates an item /issue ,
reviewer(s) and approver(s) get notified ,
reviewers/approvers put their comments ,
author edits the item/issue to consensus,
approver approves and marks ready to publish.
if this can not be natively built in JIRA then Is there JIRA plug-in ?

From an out-of-the-box standpoint, it is possible to configure your workflow in such a way that you have statuses and approvers. There are also many addons discussed in these articles available that provide expanded functionality.
