Responding on your question, if you want to create templates for issues, try our free app Issue Templates Agent for Jira. With this app you can create as many templates as you need for various projects and issue types. Users can apply them using the Template field on the native Create issue screen. When the template is set as default, it's applied automatically when user creates an issue.
What do you have on your mind writing " familiar functions are sometimes impossible to find in the new interface"? As @Trudy Claspill said, Jira has never had an option to create templates for issues.

It’s Aleksandra from Deviniti - the vendor of the Issue Templates for Jira app.
One of the possibilities is to use our app in order to create different kinds of templates (e.g. for bug reports or feature requests) and then apply them when creating new issues in your projects and pre-populate field values. Those templates are available to users on the Create issue from template screen.
They can also include sub-tasks or be combined into more complex structures via issue links.
