It is standard issue action such as log work, move, clone etc. But you need a permission "delete issue" for that action.
Hello Peter, deleting issues is not a good practice cause once you delete it, it is gone forever and you can't restore it back. A better solution is for unwanted issues is you can close them with a resolution value of junked or something. However, if you still like to delete an issue you need "delete issues" permissions.

If you want to allow delete only your own issue, you can set up delete issue permission to the author or reporter.
