There is a user that a previous admin had entered. He never signed in because there is a spelling mistake in his email address. The only choice I have is to "resend" invite...This does no good as the email is never recieved.

are you using Jira Cloud or Jira Server? The user management is quite different for the different deployments.
If you use Cloud, check out the docs about removing/deactivating a user.
If you use Server, you can follow these docs.
As @Tom Lister mentioned, it is also important if you use the internal or an external directory.
If you're not successful, following the docs, let us know if you're using Jira Server/Cloud and if you're using an external user directory or not.

I had to click on the name of the user to find the "deactivate" option in the upper right corner.

I found it by double clicking the user name, the "deactivate" or "delete" were in the upper right corner...thanks again.

if the user is in an internal directory or delegated directory you can delete the user.
if the user have been added to issues Jira will warn you before deleting.
the user maintenance screen will show you which directory they are in
if it’s an ldap user the email should be changed in the domain server and synchronised with Jira (that is automatic)
