Updating the Project Permissions and removing users/groups from Edit Issue Project Permissions will disable users from Editing issues: https://confluence.atlassian.com/display/JIRA/Managing+Project+Permissions
Is it possible to disable the creation of Issues for a certain user group?
Case is, we have one project with 7 different issue types, that all use different workflows.
Two of the issuetypes should not be able to be created by normal users any more.
I can't configure that with the permission scheme because it would affect to all issuetypes.
I also don't want to use a validator. Then it would only send a error message when someone tries to create an issue. AND conditions are not there on the create issue function in the workflow.

You can't do this based on a custom field. Only based on a status you can achieve this using workflow properties. See https://confluence.atlassian.com/display/Cloud/Workflow+properties
